A Copenhagen Accord” was agreed at the 15th UN Climate Change Conference in Copenhagen in early December. The draft assessment covers 40 rich nations’ pledges to reduce their emissions and the announcements by major developing nations such as China, India and Brazil to voluntarily reduce their rates of growth in greenhouse gases.

Prior to the event Singapore had signaled that the city-state would reduce its emissions growth by 16 percent below business as usual levels by 2020 on the condition that a legally-binding document was signed. Since then, Singapore has indicated it will still continue to cut carbon emissions by seven to eleven percent below business as usual level according to its sustainable blueprint released earlier this year. Moving forward, what might the potential carbon scenarios for Singapore within the middle and long term climate regime look like? Are all businesses prepared for the unavoidable move towards a low-carbon economy, not just those who are set to capitalise on this move?
